Melissa Bahl, former President of the Colorado Association of Polygraph Examiners (CAPE) from 2022-2023, is a distinguished professional with extensive experience in law enforcement and polygraph examination. Beginning her career as a Polygraph Examiner with the Los Angeles Police Department, she later founded Baseline Associates in 2006, specializing in polygraph services until 2023, when she established Bahl Polygraph Services.
James Burdett
President
James Burdett, After over 25 years working with various government agencies in the field of public safety, James started Burdett Polygraph Services and now works full-time as a polygraph examiner. James is a member of the American Polygraph Association, and was trained at the Backster School of Lie Detection. James holds a Bachelor of Science degree in psychology.
Charles "CW" Fox
Secretary
CW Fox, a former President and current Secretary of the Colorado Association of Polygraph Examiners (CAPE), boasts a distinguished career spanning law enforcement and military service. Retiring as a US Postal Inspector and Polygraph Examiner, CW's extensive experience includes serving as a Colonel in the USAF as a navigator. With educational qualifications including an AA and BA in Criminal Justice and an MAOM, CW holds numerous certifications in fields such as anti-money laundering, fraud examination, and aviation, while remaining active in various professional associations and community service organizations, including the American Polygraph Association and the Aurora Veteran Affairs Commission.
Scott Smith
Vice President- Law Enforcement
Scott serves as the Deputy Inspector General at the Colorado Department of Corrections, Office of the Inspector General, drawing from his 27-year tenure in law enforcement. Scott holds a Juris Doctor degree from the University of Denver and is licensed to practice law in Colorado, while also leveraging his expertise as a trained polygraph examiner for over a decade.
